Are you a licensed Professional Land Surveyor ready to lead, innovate, and make a lasting impact on public infrastructure? This position offers the opportunity to serve as a key technical and supervisory leader within the Engineering Division, coordinating the City’s Official Mapping and public land records program. You will apply your expertise to complex land records and survey work, completing and reviewing consultant-prepared documents and exercising independent professional judgment, discretion, and initiative. Working under the direction of a Deputy and City Engineer, you will help shape program development, ensure compliance with engineering requirements, and support projects that directly serve the community.

Hours: Standard work hours are typically 7:30 AM to 4:00 PM Monday through Friday, with the opportunity for a hybrid remote work schedule - three (3) days working from home and two days in the office may be offered after training is completed.

Examples of Duties and Responsibilities

Private Development Plan Review and Related Mapping/Land Records Coordination

  • Perform technical review of proposed subdivision plats, certified survey maps, boundary surveys, conditional use, demolition, rezoning, and site plan verification applications. Identify issues and provide comments to assist applicant in complying with Engineering, Statutory, Wisconsin Administrative Code and Madison General Ordinance requirements. Verify that all Engineering requirements have been satisfied prior to signing off.
  • Coordinate, review, and prepare documents related to public rights, restrictions, easements, and right-of-way dedication for public infrastructure construction improvements. Ensure that Operations’ needs for maintenance access are satisfied.
  • Require submittal of plat tie references and tie sheet/monument condition reports for monument perpetuation and preservation. Assist in the coordination of Public Land Survey monument perpetuation and preservation within the City of Madison and its Extraterritorial Jurisdiction.
  • Oversee and/or review applicant’s submittals and Computer Automated Design (CAD) submittals to ensure all conform to conditional approval requirements and City standards. 
City of Madison Public Works Projects and Mapping / Land Records Coordination
  • Provide technical review of projects to identify public rights, right-of-way and/or easement acquisitions necessary for the projects. 
  • Coordinate with City of Madison Office of Real Estate Services on the associated projects necessary to acquire rights, right-of-way and/or easements or release the same through arm’s length transactions or eminent domain acquisitions through relocation order or transportation project plat processes.  
  • Create projects within the Engineering Projects database and the Real Estate Projects database.
  • Prepare and/or oversee preparation of necessary plats, maps, and legal descriptions.
  • Coordinate and provide technical review of consultant prepared plats, maps, and legal descriptions. 
  • Prepare and/or oversee preparation of necessary resolutions and related documents and coordinate required City processes.
  • Require submittal of tie sheet/monument condition reports for monument perpetuation and preservation. Assist in the coordination of Public Land Survey monument perpetuation and preservation within the City of Madison.
  • Maintain and/or oversee maintenance of related project files, databases, and recorded document images. 
City of Madison Annexation-Attachment Process and Records Coordination
  • Perform technical annexation map and legal description review for accuracy and conformance with State Statutes and City of Madison Ordinances. 
  • Assign and oversee maintenance and update of annexation boundaries and in CAD. Oversee and/or perform maintenance and update of annexation land records and entry of pertinent data into the Annexation Database. 
  • Oversee and/or perform maintenance and update of City of Madison corporate boundary legal description.
  • Review and update aldermanic district and ward legal descriptions as requested by Planning Staff.
Street Vacations
  • Coordinate street vacation requests from abutting property owners or those necessary as determined by the City of Madison as part of a City project or a private development project.
  • Coordinate City staff comments. 
  • Coordinate any necessary retention of  public rights, easements and potential reversionary rights.
  • Prepare resolution and associated documents, record as necessary, schedule and coordinate City Clerk recording of the vacation with Register of Deeds upon adoption.
  • Coordinate the recording of quit claim deeds prepared by City Real Estate for the reversionary rights to abutting property owners if they choose to the associated administrative fees. 
  • Coordinate land record and parcel updates with GIS Specialist and Assessor Property Listers. 
Other Related Work
  • Perform monthly file and data purge for GPS base station. Work with Wisconsin Department of Transportation and the City Information Technology Department to trouble shoot and resolve problems.
  • Provide training and technical assistance to staff in using various software required to perform their job responsibilities. 
  • Oversee and/or perform necessary perpetual research and updates to capture historical land records documents not currently within our mapping and records inventory.
  • Assign related tasks to GIS Specialist. Oversee and verify accuracy of work product.  

Perform other duties as assigned.

 

Minimum Qualifications

 

  • Four (4) years of progressively responsible experience in the area of land survey which includes two (2) years as "chief-of-party" of a recognized survey crew and/or two (2) years of responsibility for land records.
 - AND -
  • Associate Degree in Drafting, Civil Technology, Surveying or a closely related field. Additional directly related education may be substituted for experience on a year-for-year basis. 
-OR-
 
Four (4) years of experience in applying the following:
  • Surveying principles, techniques and legal requirements.  
  • Computer software applicable to the duties of the position, including CAD.
  • The use, adjustment, and care of manual and computerized survey instruments.
  • Route surveying principles. 
  • All facets of Public Works construction projects.
  • Principles and practices of engineering drawing and drafting, including computer-aided drafting.

Special Requirements

 

  • Licensure as a Land Surveyor in the State of Wisconsin.
